EMN report | Responses to long-term irregularly staying migrants: practices and challenges in the EU and Norway

European Migration Network (EMN) issued a report on “Responses to long-term irregularly staying migrants: practices and challenges in the EU and Norway”.

The document indicates that the status of non-EU nationals who cannot be returned to their countries of origin due to legal or practical obstacles differs, provided various EU countries and Norway are compared.  The authors of the report note that this usually depends on individual circumstances rather than those harmonized at the EU-level policies.

The paper also concludes that there are significant differences between public service provision for irregular and legal migrants, in particular in the area of social care benefits and employment assistance. Limited access to public services for irregular migrants is also thought to be related with fears of apprehension and detention.
