In order to differentiate coronavirus affected foreign countries, Lithuania now applies the traffic lights color code principle.
Based on the 14-day morbidity rate, states have been divided into a total of four different zones of coronavirus presence and impact.
European Centre for Disease Prevention and Control (ECDC) map of virus affected countries is regularly updated in accordance to the traffic light principle and can be followed: here
Non-EU countries have not been included into the ECDC map and generally fall under the category of grey zone.IIII
Exceptions apply for the European Union list of third countries whose residents should not be a subject to a temporary restriction on crossing external borders for the purpose of unnecessary travel to the EU.
Lithuania’s list of Covid-19 affected countries is published every Friday and comes into force the following Monday.

Enhanced control measures apply for travelers who arrive from countries:
- that had registered the spread of new coronavirus mutations
- in which the 14-day morbidity rate equals (or exceeds) 500 cases per 100 000 habitants

Currently all travelers who arrive to Lithuania from virus affected countries
fall subject to three mandatory procedures:
10-DAY ISOLATION
REGISTRATION
10-day isolation is not mandatory to travelers who arrive from countries that ECDC map attributes to yellow and green zones.
This isolation term can be shortened if on its 7th day you test repeatedly (at a mobile point or at your own expenses) and the PCR test confirms negative result.

Coronavirus test is currently mandatory to all travelers.
Negative diagnosis is approved provided the PCR (coronavirus) test has been taken no earlier than 72 hours before the arrival and the antigen test has been taken no earlier than 48 hours before the arrival to Lithuania.

No earlier than 48 hours before the start of their trip, travelers must register to the National Public Health Center (NVSC) system.
As of February 8, 2021, all Lithuanian air and sea ports conduct tightened control of passengers who arrive to Lithuania from abroad.

COVID-19 TESTING EXEMPTIONS
Isolation exemptions have been set by:
Order No V-352 of the Minister for Health of the Republic of Lithuania
At the moment, these groups of travelers are not subject to mandatory self-isolation:

How can I prove my right to exception?
Travelers who qualify for self-isolation exceptions will have to provide this information while filling in an online NVSC form and preserve documents that prove access to such right – given the need, they might be demanded.
When am I not obliged to provide the documents?
Travelers who have recovered from Covid-19 will not be required to present documents that prove history of infection, if the disease was diagnosed in Lithuania and the related data has been registered to the information system.
People who previously healed from coronavirus or have been vaccinated against Covid-19 are not subject to mandatory testing or isolation if they can present:

Covid-19 testing exemptions have been set by:
Order No V-1463 of the Minister for Health of the Republic of Lithuania
On November 22-28, 2021 mandatory Covid-19 testing requirement does not apply to travelers:
- who pass Lithuania in transit
- who have been vaccinated against Covid-19
- who organize international carrier routes
Teams / crews of carriers who organize international communication routes (by all means of transport) and who intend to leave Lithuania within 24 hours from the moment of arrival.
- who are members of official delegations
- who are under 16 years old
Also: children under 12 years old are not obliged to take second coronavirus test provided they arrive from a country that ECDC map attributes to yellow zone.
- who have recovered from Covid-19
If they have been diagnosed by the PCR or antigen test and the positive result has been registered within 180 days prior to the arrival to Lithuania
- who arrive by private transport
In this case, the test can also be taken in Lithuania. However, it is mandatory to register for a check-up within 24 hours from the date of arrival.
- who arrive on the basis of humanitarian reasons
Exception applies for individuals who travel by carrier (instead of personal) transport. In this case, the test can also be taken in Lithuania. However, it is mandatory to register for a check-up within 24 hours from the date of arrival.
